He received the Diploma Engineer Degree and PhD Degree from the University Polytechnica Bucharest, Romania, in 1992 and 1995, respectively. From September 1995 to April 1997 he was a postdoctoral Fellow and a NATO Research Fellow \u00a0at Universite Catholique de Louvain, Louvain-la-Neuve, Belgium. From May 1997 to June 1999 he was an Alexander von Humboldt Fellow at Institute for Robotics and System Dynamics, DLR, Germany, and from October 1999 to October 2000 a researcher and invited lecturer at University of Cambridge, Cambridge, UK. \u00a0Since 1992 he is a staff member of the Faculty of Automatic Control and Computers, Politehnica University of Bucharest, where he is now Professor of Systems Theory. He has been visiting lecturer or invited professor to a number of universities worldwide including University of Groningen (The Netherlands), Leuven Catholique University and Namur University (Belgium),\u00a0 National University of Singapore (Singapore), Kyoto University (Japan), University of Newcastle (Australia), University of Oxford (UK), University of Illinois at Urbana Champaign, University of California at Los Angeles, University of Maryland (USA), and Universite de Lorraine (France). Dr. Oar\u0103 is the author of about 30 papers in peer reviewed journals, of 9 book chapters, and of over 50 papers in refereed international conference proceedings. He is co-author of \u201cGeneralized Riccati Theory and Robust Control\u201d, John Wiley and Sons. He is as an elected member of the IFAC Committee on Robust Control and has served on the editorial boards of IEEE Transactions on Automatic Control (1999-2003) and International Journal of Control (2000-2007). He has also served in the IPC of various international conferences. Dr. Oar\u0103 is the recipient of \u201cIn Hoc Signo Vinces\u201d (2000) for young researchers.
